ICD-10 Updates Effective October 1, 2023

The Centers for Disease Control and Prevention (CDC) and the Centers for Medicare and Medicaid Services (CMS) have posted updates to ICD-10 codes that will be effective October 1, 2023. In addition, CMS has posted the Patient Driven Payment Model (PDPM) ICD-10 code mappings updates that will also be effective on October 1, 2023, for the Skilled Nursing Facility (SNF) Prospective Payment System (PPS).

On Monday, July 31, 2023, the Centers for Medicare and Medicaid Services (CMS) released the public inspection version of the Fiscal Year (FY) 2024 Skilled Nursing Facility (SNF) Prospective Payment System (PPS) Final Rule. The final rule is scheduled to be published to the Federal Register on 08/07/2023.

On July 13, 2023, the Centers for Medicare and Medicaid Services (CMS) released the public inspection (MPFS) Proposed Rule. This proposed rule puts forth proposed Medicare Part B reimbursement updates expected to be effective on 01/01/2024. The proposed rule is scheduled to be published to the Federal Register on 08/07/2023. Comments are due by 09/11/2023.

CMS Announces Skilled Nursing Facility (SNF) 5-Claim Probe and Educate Review

On May 15, 2023, CMS posted Transmittal 12037: Skilled Nursing Facility (SNF) 5-Claim Probe and Educate Review. With this Change Request (CR) CMS directs the Medicare Administrative Contractors(MACs) to perform a 5-claim probe and educate medical review on every SNF within their jurisdictions with an effective date of June 5, 2023. The intention of this review is to lower the SNF improper payment rate. As a result, if an improper payment is identified through this process, the MAC will adjustthe individual claim payment and provide education, including an explanation for the denial oradjustment of payment.

CMS Posts Updates Regarding COVID-19 Vaccination and Testing Requirements

On May 31, 2023, the Centers for Medicare and Medicaid Services (CMS) posted the public inspection version of a final rule titled, Medicare and Medicaid Programs; Policy and Regulatory Changes to the Omnibus COVID-19 Health Care Staff Vaccination Requirements; Additional Policy and Regulatory Changes to the Requirements for Long-Term Care (LTC) Facilities and Intermediate Care Facilities for Individuals With Intellectual Disabilities (ICFs-IID) to Provide COVID-19 Vaccine Education and Offer Vaccinations to Residents, Clients, and Staff; Policy and Regulatory Changes to the Long Term Care Facility COVID-19 Testing Requirements. The final rule was formally posted to the Federal Register on June 5, 2023.
